JOB SUMMARY:
This IT Consultant is responsible for development of action plans under occasional guidance. Conducts internal and external analysis. The IT Consultant translates information and identifies trends with actionable items. Provides information on IT issues to support planning of strategic, tactical and operational initiatives. Implements small development projects or components of large projects. Ability to solve medium to complex problems.

TECHNICAL CAPABILITIES:
MANAGING CHANGE (INTERMEDIATE): Capable of successfully delivering products and services without loss of productivity while accepting significant changes in environment, work load and re-structuring. Sets the example, provides leadership, coaches peers and team members, and generally raises the level of performance of others during reorganizations and other changes which can have the potential to disrupt productivity and cause the degeneration of morale. Handles ambiguity and uncertainty with self-confidence and maturity. Has successfully prepared and implemented a plan for changes in behavior and competency for self and others, demonstrating a determination for personal and professional advancement.
PLANNING AND ORGANIZING (NOVICE): Demonstrates ability to anticipate resource needs, identify discrete tasks, set priorities, define dependencies, schedule activities, meet deadlines, and organize work within areas of direct responsibility. Achieves results within budget. Identifies relevant stakeholders and gains their commitment. Competently handles multiple assignments simultaneously. Reshapes project during life-cycle evolution, if needed. Demonstrates ability to break down work into manageable and measurable units. Accepts changes to assignments with minimal disruption and loss of productivity. Uses available time efficiently.
QUALITY MANAGEMENT - (NOVICE): Has provided continuous analysis and evaluation of assignment work processes, constantly striving for improvement in the way tasks and activities are accomplished by questioning their value to the process and contributing creative solutions. Has participated in the process of establishing, communicating and monitoring standards for quality and excellence. Demonstrates the ability to actually work on and improve a current business process, product or service.
RESOURCE MANAGEMENT (NOVICE): Sets priorities and balances project and assignment workload effectively and efficiently. Staffed a project team composed of people whose abilities are established. Demonstrates resourcefulness and creativity in accomplishing objectives with limited resources, budgets and/or time. Has developed needed skills on the project team when no other resources where available. Proficient in use of staffing tools and procedures such as job posting, career development, etc.
