The Lead IT Program Manager will serve as the primary data governance strategist at the Data and Research Center (DRC) for the All of Us Research Program, ensuring that the necessary data governance frameworks are in place to guide the development and implementation of a streamlined, holistic data infrastructure at the DRC. The Lead IT Program Manager will coordinate across both business and IT Project Management teams at the DRC (including RDR, PDR, EHR Ops, Curation and HealthPro) to ensure technical designs for data ingest and modeling are comprehensive, taking into account the varying business requirements across DRC products and services. The Lead IT Program Manager will additionally serve as the DRC's primary subject matter expert (SME) on data collection protocols. The Lead IT Program Manager will be called upon as a primary contact and expert among external stakeholders (e.g. NIH Program Office, non-DRC awardees creating or consuming AoU data resources) for data governance at the DRC, providing leadership across teams and partners in early stages of program initiatives and campaigns to ensure the development of data collection protocols and design of infrastructures and mechanisms for data management are aligned with the data governance frameworks as well as in support of the diverse business requirements of DRC products and services.
Aligns the objectives for activities with business change objectives and authorizes the selection and planning of related projects and activities.
Aligns data governance objectives across DRC data infrastructures with the business requirements of product and project management groups at the DRC.
Leads project planning, scheduling, controlling and reporting activities for strategic, high impact, high risk projects.
Leads project planning, scheduling, controlling and reporting activities for strategic projects related to the implementation of new data governance frameworks.
Manages risk and ensures that solutions to problems are implemented in line with change control processes.
Monitors and reviews the economics of all program processes, and ensures that there are effective governance arrangements, supported by comprehensive reporting.
Plans, directs and coordinates activities to manage and implement complex, interrelated projects.
Collaborates with project and product management leads at all phases of the project to ensure technical designs for new or existing data infrastructures are comprehensive and aligned with data governance frameworks.
IT PORTFOLIO MANAGEMENT (EXPERT):
- Is a recognized expert and authority in IT Portfolio Management. Accountable for the strategic management of the organization's IT portfolio. Occupies the position which is the last internal resource for support or direction. Expected, as a result of the position, to have the ultimate knowledge, control, influence, and/or jurisdiction in IT Portfolio Management. Takes a lead role in developing IT Portfolio Management best practices for the organization. Recognized as the DRC's SME on data infrastructures and policies for the NIH. Called upon to provide strategic guidance based on a deep knowledge of the DRC's data infrastructure, including the Raw Data Repository (RDR), Program Data Repository (PDR), and Curated Data Repository (CDR).
PROJECT OVERSIGHT (EXPERT):
- Is a recognized organizational expert in providing Project Oversight and in the techniques necessary to successfully manage the process. Often called upon by senior management to provide oversight of mission-critical and high-profile projects. Called upon in early phases of projects and throughout the project lifecycle to provide expertise and insight into the impact of design / protocol decisions on downstream data infrastructures and products.
PROJECT PLANNING - (EXPERT):
- Widely regarded as an expert in project planning, matching people, equipment, and capital resources to meet difficult task and organizational demands on schedule and within budget for a broad portfolio of diverse projects. Clearly articulates how detail tasks and assignments contribute to the broad goals of the organization. Regarded as a high-level strategist who provides guidance across teams related to the operationalization of new and existing data types at the DRC.
PROJECT QUALITY ASSURANCE (EXPERT):
- Is a recognized expert and authority in quality management techniques. Acknowledged by others as improving business processes that go beyond the scope of immediate project tasks and responsibilities. Recognized for excellence in the delivery of superior team products and services. Has led successful efforts resulting in highly effective new products and services. Recognized expert and authority on DRC data.
