Under general supervision, governs the privacy, patient confidentiality and regulatory compliance for the organization utilizing the electronic legal medical record and payer platforms complying with all state and federal privacy and disclosure regulatory requirements. The HIM Department discloses and protective health and electronic health information (EHI) for the following but not limited: treatment, payment, and healthcare operations; patients; billing and audit regulatory compliance; law enforcement investigations; subpoena/court order certifications and personal appearance testimonies. Responsible for Office of Civil Rights compliance ensuring patient's right to access PHI/EHI timely and readily available is met and processes PHI restriction requests. Responsible for indicating Denver County foster patients within the EHR to protect privacy and data flow to the Patient Portal. Performs Patient Portal education and support to patients for appropriate proxy access, disclose patient EHI in compliance of The Cures Act for timely interoperability access protecting the organization from information blocking. Ensures healthcare exchange data interoperability for population health utilization to improve clinical outcomes and quality patient care. Key stakeholder regulatory compliance collaboration with Enterprise Compliance Services on behalf of various regulatory agencies for compliance validation; Patient, Safety and Quality for accreditation, quality and complaint surveys; Risk Management for subpoena/court order re: provider and custodian of record testimonials; Denver County Department of Human Services for Foster Patient management; Denver Health Privacy Officer.
Essential Functions:
Responsible for the consistent, accurate PHI disclosure and interoperability exchange of EHI while maintaining confidentiality in accordance with state, federal, HIPAA, The Cures Act requirements and Denver Health & Hospital policies. Reviews authorizations for patient information ensuring all required elements are complete, regulatory compliant and disclosure appropriate. Processing timeline not to exceed five business days of receipt, excluding continuity of care. Performs timely communication to requestor if authorization is not valid, unable to process as received. (35%)
Provides assistance to patients, external healthcare entities and other requestors with PHI and EHI disclosures ensuring statutory processing timelines are consistently met. If unable or authorizations are noncompliant, communicates with requestor in accordance with regulatory requirements ensuring compliance with information blocking regulations. Manages Denver County Foster Patient EHR notification and removal from custody for the organization to protect privacy and maintain continuity of care. (35%)
Performs patient education and support to the EHR Patient Portal. Ensures the PHI integrity disclosed to the patient portal and payer platforms. Serves as the primary resource with external agencies and Denver Health and Hospital Authority departments for the disclosure of Protected Health Information (PHI) for onsite and external regulatory audit, survey reproduction. Submits invoice for billable requestors, collecting payments and performs follow-up on outstanding balances. Collaborates positively with DH vendor business partner for transparent workflow to the requestor/patient. (30%)
Education:
High School Diploma or GED Required
Work Experience:
One-year medical office experience or healthcare related Required or
1-3 years Clerical office experience
Previous release of information and EHR experience preferred
Licenses:
Knowledge, Skills and Abilities:
Spanish fluency preferred.
Knowledge of HIPAA regulations.
Knowledge of Colorado and Federal privacy and disclosure regulations.
Knowledge of Cures Act for EHI and Interoperability regulations.
Knowledge of CFR42, Part 2 substance abuse, mental health and HIV.
Knowledge of Epic, OnBase, Ciox applications.
Skilled in providing excellent customer service.
Skilled in analytical thinking, critical problem solving, and process improvement.
Ability to simultaneously coordinate and manage several functions, applications, and tasks in various stages through completion.
Ability to work independently and in a team environment.
Ability to communicate verbally and in writing in a thorough, concise, professional manner.
Proficient in Microsoft Office (Word, Excel and Outlook), OneDrive.
